This is is 'up' position when 'popped'. Certainly the effect increases in the dark.
Last but not least, here's a video demonstration of the popup during testing. Although in the video you can hear the air compressor which powers the unit running the entire time - that is only a coincidence. The air compressor only runs when the pressure is low and then it stops when charged. I'd say I can get a dozen popups or so out of him before it needs to recharge itself for a few minutes.
